it's hard to pick a "worst" performance for Pacino...hmmm I didn't see Righteous Kill but I've heard it's awful so I don't want to see it. I didn't particularily like Devil's Advocate.

Both Actors are great both have movies where they have amazing performances. You have Taxi Driver with Deniro and Dog Day Afternoon with Pacino. Both are great and neither is better than the other.

As actors, I think they're both equally skilled and they've both portrayed some fantastic characters. That said, I like Pacino a tad bit more than De Niro only because Scarface is my favorite movie.
