If the whole point of this surrogate society is to appear as a perfectly beautiful avatar, why would Bruce Willis choose that ludicrous blond wig that looks like he plucked it off a mannequin at Boscov's?

His character doesn't fit in the Surrogate world. His growing desires to unplug and get away from it all underscore the fact that he is decidedly out of place. And so, by extension, is that hair and the rest of his visage, which doesn't fit the man at all.
