Stuart Stain is a principled executive at PBT (Public Broadcasting Television), whose programs suddenly start smashing the competition. As a result of PBT's new-found success, the commercial stations -- including the Plunkett Network -- scurry to come up with alternatives to the trash they have been dishing out. However, the new programs that end up on the airwaves are some of the most hilariously awful shows imaginable.
