A lengthy cat-and-mouse chase scene at the film's climax practically surpasses Hitchcock and even gives Scorsese's GoodFellas a run for its money.
Surpasses Hitchcock? Uh, no way. Goodfellas is also a far superior film, and should not be ranked with a ridiculous and mediocre crime/gangster film such as this one.

I think a movie where you could compare Depalma to Hithcock would be Dressed to Kill, as for this it's a diffrent genre but a very good film none the less, still has nothing on Scarface though. If you want a modern director who could surpass Hitcock though it would be better to look at guys like Michael Mann or Cristopher Nolan.
