The year is 2017. Europe is a police-state divided into sectors, its people monitored like livestock by electronic chips implanted under the thumb. Anyone who resists "tagging" is considered a public enemy and exiled to Europe's depressed outer zones, places like Eastern Sector 2b (once the eastern coast of Ireland).
