New Thai Film Law to Institute PG-25 Rating
And we thought PG-13 was bad...
by Jeff Giles | December 03, 2007
Discuss Article
Despite protests and a last-ditch effort by the Free Thai Cinema Movement, it appears as though a harsh new film law is all but certain to be passed in Thailand.

In a story that an RT blogger (Wise Kwai) picked up from Nation Multimedia -- and was in turn reported on by Movie City Indie -- Thailand's National Legislative Assembly has begun deliberating a draft of the country's new Film and Video Act. The new law, which would replace the Film Act of 1930, is being criticized for its unusually restrictive provisions.

Turning the clock back from 1930, the new Film and Video Act will apparently institute a ratings system for filmgoers 25 and under. From Wise Kwai:

The ratings system has a PG for general audiences, PG-15, restricting people 14 and under, and a newly proposed PG-25 rating, under which people 24 years and younger would be prohibited. An earlier draft had 17 as the oldest age to restrict moviegoers. If passed, it would be the highest age-restrictive rating in the world. Notoriously controlling Singapore, for example, has a 21-and-over category for films as its most restrictive rating. The United States' most restrictive rating is the rarely used NC-17, which bans people 17 years and under from seeing certain films.

The Culture Ministry is also calling for an X rating, under which films would be banned outright, and their distribution outside the Kingdom would be prohibited. Films falling in this category would be ones that, in the view of the proposed Film and Video Board, "impact sovereignty, religion, and the monarchy."

wow, that would suck royally. thank god all our ratings board does is make you adhere to their beliefs or else you pretty much won't get your flick released mainstream. small potatoes compared to a 25 and over system though...d3mn.

Think about anyone you know that got married and had children before they were 25. Then read that article again.

I have said for the longest time the MPAA needs another rating between PG-13 and R, solely for America. Because too many films are lumped together with an R rating, some just barely pushing a PG-13, others deep and near NC-17 territory. A PG-15, even MA-15 rating would be ideal for the American rating system.

PG-25? Does that mean people under 25 can still see the movie as long as their parents take them? Will Thai internet forums be filled with irate postings whenever a film is cut from an R-rating to a more commercially viable PG-25?

I hate rating systems. I... HATE... THEM... Regulations, regulations, regulations... Parents and children can choose for themselves, idiots. (I'm cranky.)

I can't wait until they have a PG-60. Hopefully I'll be sixty by then and ready to see some wild $hit.

What an outstanding way to promote movie piracy in Thailand!

Do most people in Thailand even still live with their parents at 24?

Can you vote in Thailand at a younger age than that? I hate to even ask, but IS there voting in Thailand? God, I'm a tool.

The rating system here is a joke. It's all about profit. If a movie will make more money at PG-13 than R, it'll be PG-13. It's a joke here, and it looks to be the same in Thailand. See This Film Is Not Yet Rated to get an idea about how bad the MPAA is.

Actually if you knew anything about current events you'd know there was a military coup last year though before that they had a constitutional monarchy.

As for PG-25, I have no idea what the hell they think is so utterly obscene. The last time I was in Thailand, this movie poster (http://img444.imageshack.us/img444/4092/colic2006thaidvdripxvidqb2.jpg) was everywhere. If this is the kind of image they don't mind their kids seeing, I don't want to know what they don't want 24 year olds seeing.

PG-25?

How many 25 years old still live with parents at that age in Thailand?

Yeah, I can't imagine that movie poster going over real well in the US. Everyone from Child-Safety advocates to the Blender lobby would be up in arms (pun intended).

PG-25? Parental Guidence for those under 25? Who's 25 and still living with their parents? Oh, that's right, most RT users

lol! that was funny Boss Fan!

And what the hell is that movie "Colic" or something? (the one in the movie poster alsanali put a link for). It seems so messed up ... and now I wanna see it so bad!

As for the PG-25 and X ratings, well thats nonsense! I feel sorry for film lovers in Thailand. The MPAA doesnt seem so crappy now.

Yes, the movie is called "Colic." I don't think it's available in the U.S. (Netflix and Amazon didn't have it anyway) but it doesn't sound like the actual movie is anywhere near as exciting as that poster. However, if the "Saw" movies have taught us nothing else (and they haven't) it's that if you have a cool poster, you don't NEED a good movie!

I haven't logged in here for years, but I need to respond to this one.

I'm a Thai. I've lived in Thailand my entire life. The facts are:

1) We do have elections in Thailand. 18 is the voting age.

2) A lot of people in Thailand live with their parents, even beyond the age of 25. Doesn't necessarily mean they don't have their own lives though. We are just as independent as you guys, but part-time jobs and solitary life before university graduation (except for those who live in dorms) aren't part of the 'normal' Thai way of life. Oh, and while the number is definitely growing, few Thais get married before 25. It's just the way things are over here.

3) Thailand currently has no rating system in place for movies. Everyone gets to see everything, provided it isn't banned outright.

4) Colic is ****.

5) The use of PG in this Act is probably misleading. From the way these log-headed old farts in the government think, it's probably PG, NC-15, NC-25 and X.
