In this, his fifth look at the conflict, Kirk addresses the issue of a "troop surge," and whether it can have a positive effect on the outcome of the war or if it's adding fuel to the fire. Kirk's goal in this project is to look at what went wrong with previous attempts to bring the war to a close, including an analysis of the key players and initiatives. By looking at the context before President Bush called for a large influx of boots on the ground, Kirk examines the trends in the decisions that were made and questions if the "surge" is a continued part of those strategies, which failed to bring peace to the region or U.S. soldiers back from the war.
