The main actor (Goran Kostic) is Serbian, his dad was a Serbian general in the war: http://www.lasplash.com/publish/Celebrity_Talk_102/up-close-and-personal-with-rade-erbed-ija-and-goran-kosti-co_printer.php. Angelina, in addition to reading books and watching several movies about Bosnia (1992-1995) also asked actors to help her understand and portray the conflict. I doubt that someone who is a humanitarian and volunteers as a UN good will ambassador would use propaganda in order to tell a story.
