Combining elements of "M.A.S.H." and "Hill Street Blues," Bertrand Tavernier's dark comedy (which takes its title from a French narcotics law) is an homage to the Parisian police who do their best to stem the drug trade -- in spite of alleged poor working conditions, underfunding and inept managers. Lulu, a 15-year veteran of the Paris Police Department, is transferred to the division of operations known as "les Stupes" (from "stupefiants," French for narcotics). There he is put on a team assigned to bust a gang of crack dealers who have attacked Lulu's chief informant and plagued the entire city. [More]
