Consensus: Despite being somewhat more exciting than the previous film, this kiddy flick still lacks any real adventure or excitement. What is does contain is choppy animation and poor voice acting. Doesn't match up to virtually anything out there.

As horrible natural disasters begin to occur all over the world, young Ash discovers that according to an ancient prophecy, he is the chosen one who must save the earth from total destruction--a daunting challenge for any Pokémon trainer. Reviews for Pokémon the Movie 2000
Probably about as good as cut-rate animation that seems to consist of screen savers can be.
It's dull, sloppy, poorly dubbed and incomprehensible, and appears to have been animated by, well, no one.
Pokemon goes down with a sweetness that charms without talking down to its audience.
What I've seen of this 2nd film looks like it's even more action-packed (huge mid-air bird fights! sea monsters!), and the short looks like fun too.
The filmmakers have tried hard to come up with an original plot, but somehow this film is actually duller than the first Pokemon movie.
Suffice it to say, the Pokemon films are only for hard-core followers -- and immensely patient and understanding parents.
Ugly animation, hackneyed plots, one-dimensional characters, and the Pokemon gibberish that makes the Teletubbies sound as if they were speaking the King's English.
While the short has nonsensical dialogue, bad slapstick and too-cute-for-words characters, the story in the feature seems ridiculously padded.
Its Godzilla-inspired story lacks any of the charm that at least made those schlocky films palatable.
