Oh c'mon. How many stories exist where there's a special government division devoted to supernatural things, and it's played for comedy? I mean first time I saw this trailer, my first thought was "huh, not exactly a new concept in the slightest, but it still looks fun". It shocks me that people picked on particular movie and swears that it must be ripping off THAT.

Basing something off of a graphic novel doesn't mean the execution of the movie isn't a rip-off of another movie.

All I can tell you is the first time I saw a trailer, it took about 10 seconds to see the MIB parallels, and it only got clearer throughout the remaining two minutes or so. Hey, it may still turn out to be a fun flick, but to imply there don't appear to be some striking similarities in basic set-up is silly. Quick: which movie am I describing? It's an action-comedy with a supernatural/sci-fi twist involving a crusty older agent who takes on the task of training up a talented, wisecracking, but inexperienced new recruit in the ways of a Secret Government Agency with a Catchy Acronym for Title. Together, they must protect the unwitting public from a threat from beyond this world! I mean, other than that, the two have nothing in common. I do love the OP?s point that ?it?s not a rip-off of Franchise A, it?s a ripoff of Franchise B.? Because that?s such an important distinction to draw.

Either way, it strongly reminds me of MIB, and that is not a good thing, since I (and probably many other people) have only the time and $$$ to see things original and worthwhile.
