The victims, who include the daughter of U.S. Senator Donnovan, have been abducted from a yacht called "Rosebud." As a result, CIA agent Larry Martin swings into action to find them. He receives help from secret agents from various countries, including Israel (Hamlekh) and West Germany (Schloss). Martin also tries to get information from Sloat, a mysterious Englishman who would like nothing better than to see the PLO destroy Israel.
