  • Leave no witnesses. City officials look the other way as the "SCAR" unit (Select Unit Armed Response), led by Lt. Lain Devon (Chazz Palminteri), use their extreme ruthless and corrupt tactics to take out the city's most violent and dangerous criminals. Officer John Trace (Stephen Baldwin) is recruited for the unit and discovers that they are cold-blooded cops with a license to kill. During a bust, John breaks the SCAR code, letting a call-girl named Candy (Tia Carrere) escape alive. When the others discover what he has done, a hit is put out on Candy. In a desperate attempt to save her life, John breaks out of the unit, vowing to protect her at any cost.
