First, was there humor in The Ring or Halloween? Unless I misunderstand what this critic means by "humor", I don't see the lack of it as a liability. In fact, some of the best horror films are devoid of humor. They're dark from beginning to end.

Second... "the scares are undeniably effective"... Say no more. No further comment needed. Scaring someone is the primary purpose of a horror movie. If a horror movie does not deliver in this area, it doomed to not being a very good horror movie. So this excerpt is really all I need to know.
