You might want to reread his reviews. We are talking about Craig's performance. In both CR and QOS, he screams praise for Craig's performances. Yet in this review, he states that previously Craig didn't play Bond convincingly.

It seems to me (while its still an odd statement) He was referencing that Quantum of Solace was an unconvincing Bond film, and thus the interpretation of Bond previously felt unconvincing.

Though he loved Casino Royale, I think he means Craig was reduced to a typical action hero. He acted well but didn't have more to do. In this, he seems to have acted much better with a great script. I think that's it. :D
