Mark saw the murder of his father, who was also a policeman, and the rest of his family. Justice Incorporated, an undercover, unsanctioned law enforcement society, enlists Mark's aid as one of their agents, known as Sweepers. Their vigilante activities provide a form of retribution when legal channels fail to have an impact.
