So are we to believe he is right and not insane about the storm or are we to believe his wife is insame also?

Neither. Since the wife is also experiencing the "motor oil" type rain and the movie gives no context to how they got to wherever they are, it is implied that the final scene is yet another one of his dreams. This time, however, the characters in the dream (namely his wife) are not antagonistic towards him or trying to hurt him, instead they are with him and they are a unit. The final scene represents that while he is still experiencing delusions and nightmares, he now feels secure and together with his family after learning throughout the movie to open up and be honest with his wife about his own issues.
