This asshole of a critic is using his overwrought language as arrogantly as possible in a condescending manner basically to show that he's so much higher above everybody because he's all cultured and shit. I think he's just got his head stuck up pretty far up his ass.
But in terms of exactly what he said, here's the review in colloquial terms:
"People who have read and are familiar with Tolkien's works will not find the movie to be long and boring, but for those who have not read his books before watching the movie, the saying 'less is more' is worth listening to."
I admit I have not read his books before the movie, and I was never bored for a second in the movie. It can definitely stand alone as a masterpiece of storytelling and cinematics.
