Tommy Lee Jones is the only reason to see this sequel to The Fugitive, and the strength of his character is probably the only reason it was made. The story just doesn't hold together.
It suffers, too, from what plagues the big, brawny action engines: The mechanics of the generic thrills and spills override the logic of the narrative.
This technically efficient spin-off of The Fugitive is a mind-boggling letdown. Chase, cover-up crash, chase, cover-up, jump, chase.
