In the 1980s Britcom, YES MINISTER, James Hacker (Paul Eddington) is the new Minister for Administrative Affairs. However, Hacker meets continual opposition in the form of the tenacious Sir Humphrey Appleby (Nigel Hawthorne), Permanent Secretary of the Department.
