Zodiac is an homage to old school police procedurals and works as a period piece as much as a modern film noir. I like your review however, it's incorrect t say Zodiac and much less Fincher focuses on mood more then character development. If anything Zodiac serves as an indictment on how much people are willing to sacrifice to get what they want and then ask themself what they will do once they get it. As a fan of the comcis, and the films (yes that includes the "awful" wolverine film) I do love this movie. I can see your point, but on a couple aspects, but I don't think the film would've been as good if it was just the soviets.
