is this a joke?(Mr. Beans Holiday)

Is this movie suppose to be a joke? It literally looks like it was made in 10 minutes and written by elementary school kids. I mean movies from the 70's could have done a better job than this. Anyone else think this?

Ugh. Dancing to Boombastic, isnt' inherantly funny. Other wise in the early 90's dance clubs would have been filled with rucous laughter at 3:00 in the morning. Mr. Beans mannerisms, and facials expressions, in conjuction with love for a classic character make this scene funny. Also, picking a classic song, rather than a flavour of the month denotes taste, rather than just picking a new song to be popular.
