Nable's overly dense script spends too much time exploring the bikers' clashing motivations rather than provoking escalation among rival factions.
Unlike the tale of tragic redemption in American History X, which begs to be revisited despite its brutality, 1% lights a fuse in this arcane, violent and hypocritical group, and you're relieved to watch it burn.
It would have been much more acceptable had McCallum set out to make a real B movie with all the exploitataive trimmings.

Its failure to find an emotional cushion for us to rest upon, some levity in its mood, detracts from a strong Nable performance and some interesting ideas in a screenplay needing further refinement.
1% is a gritty gang flick soaked in blood, sweat, beer and cinematic history, with the haze of Once Were Warriors and Romper Stomper wafting in the air of the Copperheads hideout alongside the stale stench of hard liquor and tossed cigarettes.
I can't criticise McCallum for wanting to make something that aspired to being more than just a trashy thriller, but the air of overbearing self-seriousness that surrounds every scene will leave many an audience wishing that it was just that.
