As inspector Juve seems to be unable to put Fantômas behind bars the Press comes up with the idea Juve must be Fantômas himself! Juve is soon jailed as an attempt to ease the stress on his case. But Fantômas is free and having his old archrival convicted is certainly an evil dream he wants to come true.

    Fourth part of the serial. Fantomas continues using a string of identities to manipulate his criminal enterprises including continuing to blackmail Lady Beltham (Renée Carl). Fantomas has a way of framing a dead man for a number of murders, which confuses the authorities and throws them off the track for a while. Juve's superiors begin to think he is overly obsessed with blaming every crime on this Fantomas. Fantomas begins appearing dressed in his all black suit with black hood more often. This is really not as impressive as his transformations into other upstanding citizens, but it allows the plot device of a costume ball where confusingly there are three men sneaking around in this outfit. One of the men in the all black costume is Fandor who is still tracking Fantomas's movements. Juve and Fandor do seem to get some justice at the end of this part.
