It is easy to see why this film is one of the reasons that America entered the decade of absent non-Disney films from that point - the animation is subpar, the story is very weak, the characters have bad, dated designs, the humor is so-so and the direction is lacking. It has its moments, mainly the music, but it is overall a weak film that, not only does it not compare to Disney films of the period, but also not to their previous feature Gulliver's Travels, which was quite solid.
