David Lai Tai-wai spins this high-budget action thriller loosely based on Brian De Palma's Untouchables. The film unfolds in Shanghai during the 1920s when the town was awash with opium and bureaucratic corruption. Hoping to bring things under control, the government in Nanking sends straight-laced cop Cheung Ye-pang (Andy Lau Tak-wah) in to clean the place up. When his first attempts at a bust inevitably fail, Cheung begins to realize the degree and power of corruption in the city. Eventually, he manages to have some effect after he recruits a pair of scrupulous, loyal underlings. Cheung realizes that his biggest foe is drug lord and noted philanthropist Tai Chai-man (Damian Lau Chung-yan) and arrays his entire police arsenal against him. Soon an unforeseen tragedy strikes Cheung's family.
