In this post-WW II drama, set in the city of Trieste, the trouble begins when many of its surrounding villages are separated by boundaries set forth by the International Peace Commission. Some villages end up controlled by the Italians while others are controlled by the Yugoslavians. One small town is divided in half by a white line that seems rather arbitrarily placed. The troublesome line divides up the hill the village children loved to coast upon. The kids are upset and one lad decides to steal the boundary stakes. Both the Yugoslav and Italian regimes threaten military action until the stakes are returned. The boy who moved them is frightened and as he tries to return them, he is shot by border guards. The villagers on either side of the line rise up and revolt.
