To make matters worse, the driving force behind all the drama was - once again - Starling City's drug of choice, Vertigo, which, while dangerous, doesn't exactly make for an intriguing villain.

Ongoing issues with the flashbacks aside though, 'Unfinished Business' is a solid Arrow outing - character development comes more to the fore this week, with action taking a back seat, which every once in a while is no bad thing.

"Unfinished Business" is a bit of a detour, sacrificing advancement of the overarching plot for the sake of character development. On a series whose supporting cast has been painted in the broadest of strokes...that's certainly not a bad thing.

"Unfinished Business" offers a particularly good example of Arrow's occasional willingness to buck superhero conventions when the Hood is knocked out by an orderly.
