Critics Consensus

"The Return of Doctor Mysterio" is a welcome return of Doctor Who after a year's absence, with the added fun of seeing Steven Moffat take a heroic swing at his version of a Superman story.

While not the best episode of Doctor Who, I liked the idea of the doctor encountering a super hero. It was a neat idea and done rather well. Mix this with the hilarious "interrogation" session the doctor has to endure, and I thought this was a worthwhile episode.

If it was a Marvel X BBC crossover maybe it've been saved from being THAT bad XD

While certain aspects of Moffat's writing toward the end of his tenure certainly had problems, the two words I would never use to describe his writing are "Boring" or "Interchangeable"; that is, unless we were talking about The Return of Doctor Mysterio. This Christmas special was the first Doctor Who creation to air since the preceding Christmas special, so there's really no excuse for this story to have been so incredibly conventional, cliché and run-of-the-mill. Mind you, it's not conventional/run-of-the-mill Doctor Who, but instead, it's conventional/run-of-the-mill Doctor Who in its approach to tackling the Superhero genre, a genre that the show really shouldn't tackle, but the popularity of the genre did ultimately warrant it. Like always, Moffat is able to give it some nice flurries of dialogue and character development, both of which are admittedly pretty good, but the cookie-cutter story almost feels like Moffat simply loaded the "SuperheroMovieTemplate" project file that came with his Screenwriting software, and he just filled in the blanks. Heck, The Doctor only has something like 15 minutes of screentime! Okay, it could be double that, but his role in the story only serves to act as the setup, where he accidentally gives a kid super-powers, in a scene that, admittedly, does have some nice comedic moments. The special does also have some decent direction, cinematography and visual effects - Murray Gold's score isn't one of his stronger ones, but it's good, and the performances are actually quite good, particularly from Justin Chatwin, who does the whole 'Normal semi-pathetic person with an extraordinary secret' thing very well. But overall, it's really just of "It's not bad" quality overall, weakened by the incredibly formulaic story structure.
