This is a film about film and film-making, and isn't your typical Tarantino action movie, or even story-driven. A lot of focus on stylization, whereas there were few payoffs from the plot. Best way to describe it is: a classy final film.
There's enough there to make it watchable, if you generally enjoy Lee's work. It's probably twenty five minutes too long. Reminds me of the style from Kubrick's Barry Lyndon - a long character epic of a social misfit.
