Plotwise, "Human Target" is all over the place.

The new villain had a lot of screen time and it helped me get on board with the new direction in which the show is going.

Consistency. That's all I ask. And that's precisely what Arrow isn't giving me.

While the hour presents plenty for fans of the previous Human Target show to lament its passing, the episode is much more focused on the ongoing narrative, making it feel less like a one-off installment and more like an integral part of season 5.

Human Target, offered us a few hooks to get caught on and it moderately worked.

The bad tonight: Rezoning. Shady journalism. PR boondoggles. Closure.

It's not surprising that the episode couldn't write an adequate storyline for the newcomer, especially given that it was incredibly bogged down stringing connective tissue between the myriad threads it has already pulled.

Human Target is damn near perfect even allowing for a less than perfect supporting turn from Chance, and that's in part because all the other characters feel so important tonight.

Oliver and Felicity silliness aside, The Human Target was another pretty solid episode.
