It may sound exploitative, and it is, but Elfen Lied has a lot more going for it. For all their stupid decisions, the characters have strong motives and strong feelings, and the tangly plot effectively brings their many different facets to the surface. This is a show that is driven by the characters for better or worse. Some characters will piss you off and some characters you can't help but love, and you may forget that they're ruthless killing machines. Pro tip: don't trust anything cute in anime. The story is so incredibly emotional, sad and deep, shows the dark sides of the world, personalities and social interactions and is questioning humanity itself with great connections between classic mythic elements, 20th century scenarios and modern teenage dramas in an age of capitalism. It's almost dangerous to watch this serious, because the lack of hope and happiness it leaves behind is evil, but it's still so meaningful and beauty with its symbolism and very very beautiful drawing style!
