Most of the characters, including Joseph and the pre-existing staff, are presented as so inept you have to wonder how they've kept their jobs, and yet they still somehow manage to complete the complicated work put in front of them. How?

You come away with some understanding of what makes Jerry tick, and in his scenes with Mohammed's Joseph there are hints of a dynamic that could maybe mature into something funny and even something sweet and human. It's not there yet.

A few of these characters seem mildly interesting, but we don't get to know them much at all. Instead, Intelligence all comes down to the Super-Obnoxious Ross descendant being, you know, too much.
