Empty drama with no real point except watching helicopters race through the sky. The antagonists are faceless bad guys which makes the pursuit of them uncompelling. Ralph Meeker, looking terribly dissipated, is wasted on the sidelines and the lead actress is bland and forgettable. On top of all that the print is dark
