In this western, his last for Warner Brothers, John Wayne plays a U.S. Army captain assigned to go to the title Mexican city and force the property owners to register their land under Spanish land grants. If they don't do this, they will lose their property to the government. At the same time, a con artist tries to bilk them out of their rights.
