Feature documentary film about Bill Phillips, a corrupt NYPD cop in the 1970's who testified against his fellow corrupt officers for the Knapp Commission, made famous by the Sidney Lumet film "Serpico." Bill Phillips spent the next thirty-three years in prison for a double homicide that he claims he didn't commit. Now at age 77, he is out to clear his name and prove that he was framed as retaliation for betraying his fellow officers..

  • Although Mizrahy's narration lacks a certain sparkle, the archival footage of what is now Old New York -- the '70s era of a burning Bronx, garbage strikes and John V. Lindsay -- is fascinating. So is Phillips.
