This documentary explores the long history of racial oppression in Los Angeles that, unabated, resulted in the 1992 riots. As large numbers of blacks moved to Southern California from the South, institutionalized racism left the new residents with few opportunities. Simmering tensions reached a boiling point with the Watts Riots of 1965. As police crushed the Black Panthers, and violent street gangs filled the gap left by the group, the region was primed for another explosion of violence.
