David Sheridan, comic actor and star of MTV's Buzzkill, co-created this goofy comedy with debut screenwriter Mark Perez as the first in a two-picture deal with Disney. Frank McKlusky (Sheridan) is an insurance claims investigator who has been zealously safety conscious since witnessing a horrible motorcycle stunt gone awry in his childhood, an accident that left his father (Randy Quaid) comatose. Frank still lives at home under the watchful eye of his mother (Dolly Parton) and wears a helmet everywhere he goes. When his partner is killed, Frank is forced to leave his safe and secure life behind, go undercover, and crack the case, which he discovers is a sinister conspiracy. Unfortunately for the villains, Frank turns out to be a first-class bumbler in the Inspector Clouseau mold. Frank McKlusky, C.I. co-stars Kevin Pollak, Andy Richter, and Enrico Colantoni.

This had a pretty good cast, and it had moments of laugh out loud hilarity, but they were only slightly more common than a sympathetic republican. Sadly, looking at a comatose Randy Quaid was some of the funniest stuff in this film. It wasn't all bad, it was just mostly bad. Ya do hafta love a healthy adult who lives in a softhead helmet though, and any time you get to enjoy Dolly's boobies is good. In a way, this kinda reminded me of Larry the Cable Guy: Health Inspector, with more bad slapstick and without most of the funny. Meh.

This was literally one of the worst attempts at a comedy movie I've ever seen. The premise is bad. The jokes are cheap and fall flat. The main character is a complete idiot in a painfully neurotic way. There were as many plot holes as a gravel road in Arkansas has pot holes. I found this in the donation bin at the library, so at least I didn't spend any money to see this miserable excuse for entertainment. But I still apologized to my friends for selecting it to watch for the first time with them. Usually, we like to make fun of bad movies, but this one was so stupid and poorly made that even we couldn't find anything to laugh about.
