There's a lot to be conflicted about in "Catch & Release," not least of which is the potential softening of a seasoned war criminal that we've been trained for multiple seasons to hate.

The writers need to download a lot of information, and the immediate effect is that we're mostly watching a series of meetings and phone calls, at least until things get percolating again toward episode's end.
