The National Building Authority is a newly created government organization that oversees major infrastructure projects, including new roads, rail lines and airports. The bureaucrats who work there don't operate in the most efficient manner, though, with self-interest and shifting priorities tending to cause the grand projects to stall. Various fads, including communal yoga, often take over the office and result in derailing the staff's attempts at bringing projects from announcement to unveiling, with the projects typically becoming over-budget, delayed white elephants.
