The Halliwell girls revisit the now-shuttered summer camp where their mother, Patty (Finola Hughes), drowned way back in 1979. After witnessing two more drownings, the sisters meet Sam Wilder (Scott Jaeck), who turns out to have been the late Patty's Whitelighter. It seems, however, that the relationship between Patty and Sam did not end there -- but that's material for a future episode. Right now, it is up to the sisters and (presumably) Sam to prevent any more summer-camp tragedies.
