Portland, Ore., Detective Rose "Phil" Phillips alienates most of her male colleagues when she is appointed to the position of Women's Coordinator. Detective Lou Barbini of the missing persons division doesn't bother hiding his sexist hostility, but Phil finds a supportive friend in Sgt. James Vitelli, an internal affairs investigator and part-time romantic partner.
