Jazmin Roxy Carlin was born on Sept. 17, 1990, in Swindon, England to Welsh parents, and grew up in Swansea, Wales. Carlin devoted herself to swimming from an early age, competing internationally for the first time as a teenager during the 2005 European Short Course Swimming Championships. Though she neglected to place, Carlin improved significantly over the following year, earning third place in the 400-meter freestyle race at the 2006 Commonwealth Games. In 2009, Carlin entered the World Aquatics Championships, again taking third place, though this time in the 4 x 200-meter freestyle relay. Improving further still, Carlin snagged second place in the 200-meter freestyle race at the 2010 Commonwealth Games, as well as third in the 400-meter freestyle race at the same competition. Carlin achieved her first gold medal in 2014, taking first place in the 800-meter freestyle race at the year's Commonwealth Games, whereat she also finished second in the 400-meter freestyle race. In 2016, Carlin successfully qualified for Wales' Olympics swimming team for the 2016 Summer Olympics in Rio de Janeiro, Brazil.
